Affordable Housing Supplementary Planning Guidance (SPG) and Development Appraisal Toolkit

The CNPA has given the need to encourage more affordable housing in the Park a high profile in the Cairngorms National Park Plan. This has been followed by the inclusion of a number of policies in the Cairngorms National Park Local Plan to help deliver affordable housing. Specifically, Policy 19 requires all housing developments in the Park to make a direct contribution to delivering more affordable housing.

The Affordable Housing SPG sets out in more detail how this will be achieved in practice and should be read by anyone who wants to build housing in the Park. Part of the SPG sets out how a Development Appraisal Toolkit (see below) will be used to assess the amount of affordable housing required to be provided as part of any housing development of three or more houses. (Other parts of the SPG relate to the development of one or two houses.)

Using the Development Appraisal Toolkit

Please note. The Toolkit is an Excel spreadsheet which must be saved to your desktop when prompted by your browser.

In order to use the Toolkit to assess your own proposals, prior to a discussion with planning officers or submission of a planning application, you must agree to a set of terms and conditions. You will then be able to download and save the toolkit. A Guidance Note has been developed to explain in more detail how the Development Appraisal Toolkit works.

Please read the following instructions before using the toolkit.

The Toolkit is an Excel spreadsheet with formula embedded. To run it, Microsoft Excel 2000 or a more recent version, is required. The Toolkit contains macros that are required for it to function correctly. The recommended level to choose is medium.

To set the security level, open Excel without opening any of the Toolkit files and select the 'security' menu option. The location of this option may vary according to the version of Excel. When the level is set at medium, a security warning will appear when the Toolkit is opened. Click on 'options', select 'enable content', then click on 'ok'.

When you have enabled macros, you will see a tab at the top of the screen labelled Add-Ins. Click on this and a series of icons will appear - these enable quick navigation round the toolkit. Alternatively, use the Go To button and the Drop Down menu which contains the same information and will also enable quick navigation between Toolkit screens.
